Ms. Dalisay A. Moya was born on September 8, 1962, in Barangay Angio, San Fabian, Pangasinan. She was the daughter of Mr. Artemio A. Aquino and Ms. Juana L. She earned her Bachelor of Science in Agricultural Engineering at the University of the Philippines Los Baños, and later completed 48 units in the Master of Public Administration at the University of Luzon in Dagupan City. Ms. Moya began her public service journey on February 9, 1987, as an Artificial Breeding Technician in the Office of the Provincial Agriculturist. Her career progressed steadily:

Leadership & Programs in Pangasinan Agriculture
1. KADIWA ng Pangulo Initiative
Under Ms. Moya’s leadership, the Provincial Agriculture Office has strengthened the Kadiwa ng Pangulo (and Kadiwa On-Wheels) programs, which bridge producers with consumers. From 2022 to 2024, the initiative benefited about 2,500 farmers and fisherfolk cooperatives, facilitated 97 Kadiwa-related events, and generated approximately ₱20 million in gross sales, with an estimated ₱4.45 million in consumer savings. 2. Livelihood & Marketing Support Projects
In 2024, the office conducted 155 food-processing training sessions for women’s associations across the province and held 18 additional trainings involving around 390 women from rural organizations.
